Exit from the recession, but not from the crisis

Article published by Mr. José Carlos Francisco in La Gaveta Económica in the September 2015 issue.

25 years ago, Corporación 5 was born as a strategic consulting project for companies and the public sector, mainly in the Canary Islands, although not exclusively. Since 1996 and without interruption we have prepared a quarterly situation report, which has become the longest and most stable, since we are already on number 80. It has not been easy and since its birth there have been three coordinators; Luis Delgado, Mónica Martínez and José Alberto León for six years.

Precisely, in this last stage, we have added a perspectives section that is highly valued by our clients.

Now, in this first issue that you have in your hands, we want to collaborate on an ambitious economic dissemination project and contribute our vision of the affairs of the Canary Islands.

We are in 2015, the year of unequivocal exit from the recession, but not from the crisis. The creation of almost 30,000 jobs and GDP growth of around 3% support the former. Unemployment close to 30% of the active population certifies the second.

Things are improving, but in our opinion the impulse comes from outside. The very low interest rates, the price of oil and the increase in credit are exogenous causes that are driving our economy. However, they are neither going to be permanent nor are they sufficient to bring our economy closer to its potential and put the unemployment rate on a path of 10%.

We think that the economy, institutions and regulation must be transformed. Therefore, politics cannot be removed from the transformation process, on the contrary, it must lead it. Politics, economy and society must go hand in hand. For example, the economy needs less regulation and bureaucracy; To do this, politicians have to change laws, decrees and orders; but they will only do so if a large part of society understands it and demands it.

And it is on that political level, where the range of fears and hopes opens. Fear of more constriction and bureaucracy. Hope for more intelligence, simplification and transparency.
