This work is a separate piece from the book “A territorial reform for Spain”, by the same author, which describes the State of the Autonomies and proposes a specific territorial reform of the Spanish Constitution that resolves the existing problems.
This text has been published separately with the aim of reaching people who are not so interested in the details of the proposed constitutional reform, but rather in analyzing the secessionist challenge by examining the problem of language, fiscal balances, the protection of powers, the fiscal concert and the self-determination referendum. Once the different faces of the “Catalan problem” have been exposed, the solutions proposed to “deal with it” and to improve the governability of the State are detailed.U!
