Spanish democracy is experiencing a crisis of representativeness and evident legitimacy, synthesized in the slogan “they do not represent us” that popularized the 15-M. Years after that movement, 80% of Spaniards do not see themselves represented by the Congress of Deputies. Citizens feel that our politicians are not guided by the search for the common good, but are more interested in pleasing and remaining faithful to the leaders of their party, who are ultimately the ones who “place” them on the electoral lists. To regenerate our democracy, a fundamental aspect must be to eliminate or reduce the power of party leaders to select our political class. To achieve this, it is necessary to undertake reforms in two aspects: first, the recruitment and selection of candidates for public office and the proclamation of electoral candidacies. And second, the election of political representatives by the electorate, which depends on the current electoral system.

This book proposes reforms in the procedure for electing political representatives and in the electoral system of the Congress of Deputies, for which it defines the criteria that must govern a good electoral system, and analyzes their degree of compliance, not only by Spain, but also by those of Great Britain, France, Australia, Ireland, Germany, Japan, Holland, Denmark and Sweden, in order to extract the best from each of them for the reform proposal to which the last part of the work is dedicated.
