This work is a separate piece from the book “A territorial reform for Spain”, by the same author, which proposes a territorial reform of the Spanish Constitution that resolves the problems of the State of the Autonomies.
This text has been published separately with the aim of reaching people who are not so interested in the details of the proposed constitutional reform, but rather in analyzing the problem of the essential merger and reorganization of regional and local entities, as well as the need to define clear and fair financing for them.
